Here's the investigation task for having this added to the default installation (possibly it'll come in DC 4.9.0 else it'll be in 4.10.0):

The task for adding it to the installer hasn't been made yet.

Root cause

Communication (especially while uploading) cannot happen corectly without this feature. This feature is not default on all servers and the installer does not add it.
